1. Tota Matsuda from the Death Note manga
He's one of the very few cheerful characters in the series, and he manages to keep his mood until the end, even after events that might have seriously shaken him. Also, he's adorable.

2. Shadwell from Good Omens
He's hilariously hateful, which makes him very loveable.

3. Kazuma Kuwabara from YuYu Hakusho
No one loves him, but he's such a sweetie!

4. Kaisuke and Yamagata from the Akira film
Totally married.

5. Remus Lupin from Harry Potter
Even though he was totally squandered, he was still a cool guy for a while.

6. Luna Lovegood from Harry Potter
Coolest girl on the block, and not what she seems to be at all.

7. Crope and Tibbett from Wicked (novel)
I have an innate affection for ambiguously gay duos.

8. Dr. Girlfriend from the Venture Brothers
Hottest supervillain girlfriend ever. She's also one of the most level-headed characters in the show, but considering the cast, that's not saying much.

9. Pierre Gringoire from The Hunchback of Notre Dame (novel)
I'm aware he's a historical playwright, but as a character in the novel he's incredibly loveable. He's also totally in love with Djali the goat.

10. Dr. Tim Marcoh from Fullmetal Alchemist (anime)
I always felt so bad for the poor guy. He wasn't responsible for what happened, but it caught up to him anyway. All he wanted to do was heal people.

11. Mercutio from Romeo and Juliet
Good ol' Mercutio! What can anyone say about him that hasn't already been said? He's dynamic, he's sassy, and he isn't afraid to tell it like it is--until he gets stabbed, anyway. Yikes. Still, the Queen Mab speech deserves every ounce of love.

12. Blackavar from Watership Down
Not just another "sympathy character": he comes back from torture and punishment for rebellion to prove that his worth hasn't been lost, and he's a valuable character from then on. He's also complex in a subtle way, having retained mannerisms of complete obedience to authority from his previous home before he was rescued.

13. Lumiere and Cogsworth from Disney's Beauty and the Beast
As I said before, totally married.

Hope this helps! Secondary characters are great for flavoring the universe as long as the author/director/whatever knows how to handle them effectively without making them entirely one-dimensional.
